On the Provision of Sales Volume Information

With the amendment made on 26.08.2025 to the Procedures and Principles Regarding the Mandatory Deposit Management System Applications, Article 9, which determines the obligations of sales points, introduced the obligation to establish a return point containing DIM (Deposit Refund System) as follows: "Large stores and chain stores are required to establish at least 1 return point in the district where their branch is located and at least 1 in the provincial center, provided that a minimum of 5% of their total branches nationwide in 2025, 5% in 2026, and 10% in 2027, totaling 20%, are designated accordingly."
Furthermore; in discussions held with TOBB, TOBB Retail Sector Council, and chain store representatives, it was stated that if retail businesses, regardless of the number of stores, could fulfill their obligation to establish an automated return point by applying a ratio based on the sales figures of packaged product groups covered by the system, this would be acceptable. In this context; your obligations regarding the establishment of return points containing DIM, as specified in the Procedures and Principles Regarding the Mandatory Deposit Management System Applications, remain in effect.
If the unit-based sales figures of product groups subject to the Mandatory Deposit Management System, as well as any proposals you may have, are submitted to our Presidency, the ratios for establishing automated return points defined for large stores and chain stores in the procedures and principles can be reassessed, taking into account their representation shares.
