Morocco - EUR.1 Movement Certificates / Revised Rules

Our Union has been informed by our exporters or their legal representatives on various dates that the Moroccan Customs Administration has rejected EUR.1 Movement Certificates issued in our country, citing the absence of the phrase "REVISED RULES" in Box No. 7 ("Observations"). In response to this issue, our Union urgently contacted the Ministry of Trade and submitted detailed information regarding the grievances experienced for the Ministry's evaluation.
As stated in the attached reference letter, the Ministry of Trade has confirmed that, following diplomatic efforts with the relevant country, the Moroccan Customs Administration has instructed its customs offices to accept EUR.1 Movement Certificates without the aforementioned phrase. However, the letter also notes that, due to the reasons explained therein, the requirement continues to persist for EUR.1 Movement Certificates issued for exports from our country to Morocco.
Furthermore, the letter clarifies that to prevent any grievances during import procedures in Morocco, it has been deemed appropriate to record the phrase "REVISED RULES" in Box No. 7 ("Observations") of EUR.1 Movement Certificates issued for exports to Morocco on or after 1/1/2026.
Accordingly, in line with the Ministry's directive, our Union has completed the necessary updates in the Origin and Movement Certificates Automation System (MEDOS) as of the date of the letter, enabling the annotation "REVISED RULES" to be applied in the "Observations" box of EUR.1 Movement Certificates for exports to Morocco.
