The Commission Implementing Regulation on the Determination of the Country of Melting and Pouring Has Entered into Force.
16 September 2026 09:01 · 18 viewsAccording to the letter received from the Ministry of Trade by our Union, the "Commission Implementing Regulation on the Determination of the Country of Melting and Pouring" entered into force on September 1, 2026, and will begin to be implemented as of October 1, 2026.
Under the said regulation, importers of products listed in Annex-I of the Steel Regulation must present a Steel Mill Test Certificate containing the "melting and pouring" country and heat number of the imported steel at the time of importation into the EU.
In cases where the Steel Mill Test Certificate does not contain information about the "melting and pouring" country or heat number, supplementary evidence such as invoices, delivery notes, quality certificates, supplier declarations, cost accounting and production documents, customs documents, commercial correspondence, and production explanations may be submitted. These supplementary evidences will be valid between October 1, 2026, and September 30, 2027.
