New Regulations in Road Transportation of the Russian Federation

According to information received from the General Directorate of Transport Services Regulation of the Ministry of Transport and Infrastructure, new regulations in road transport have come into effect in the Russian Federation. These regulations include amendments to the legislation regarding the movement of foreign-registered vehicles within the territory of the Russian Federation.

Under the new regulations, if it is determined that an administrative fine imposed on a foreign vehicle remains unpaid, the entry/exit of the vehicle into/from the Russian Federation may be prohibited. Additionally, violations such as failure to compensate for damage caused to highways by vehicles with a maximum permitted laden weight exceeding 12 tons and non-payment of toll fees may also result in the prohibition of foreign vehicles' movement within the territory of the Russian Federation. These changes came into effect on September 1, 2026.

Administrative fines related to traffic or transport legislation committed by vehicles registered in a foreign country must be paid upon entry or exit from the Russian Federation. No deferral or installment payments will be applied to these fines, and the decision establishing administrative liability will take effect immediately from the date it is issued.
